The correct term is oligarchy. This is a government run by a small group or class of elite people. In Plato's view, this would be philosophers. The basic argument he made was this: "why would we possibly want to give equal voting power to an uneducated, ignorant plebian that we would give to someone who had the benefit of education and learning to inform his decisions?"
Honestly, if you think about it, this kind of makes sense. Unfortunately it doesn't take into account human nature and the tendency of power to corrupt and exploit those without a voice.

Aristotle believed a democracy was the best form of government ruled by the middle class. Plato did not believe average people were intelligent enough to make decisions about government.
