The higher the better - the GPA graph shows that most accepted applicants score in the 3.9 to 4.0 GPA range, with the number accepted lower as the GPA drops. Nothing lower than a 3.5 is really acceptable, given the extreme competition for appointments and the few number of spots available.
High marks in the Math and Science areas of the SAT are a big plus as well. Remember that Annapolis is a Science and Technology discipline school; there are no liberal arts type degrees offered there.
