Men all ready had voting rights and no one else. Women won't be able to vote until 1920. African Americans gained the right in 1867, but laws were,passed to keep them from voting. The Jim Crow laws had several conditions to register to vote as well as poll taxes. It will take another 100 years before African Americans actually gained voting rights with the Civil Rights Act and the Voting Rights Act. Today, some of these rights are being eroded with new state laws restricting voting.

Based on the question and the assumption that all natural born males over the age of 21 already have voting rights then the answer refers to some other group of people. Since slaves can safely be excluded as well as women, then it would be immigrants who painstakingly became "qualified " to vote. This then is the only group of people who fit in the years between 1800 and 1850.

Voting right were extended to all citizen above the age of 21. Before this period voting right were only to the rich white. But independence brought along changes.
