The Senate is the house of Congress that is based on equal representation. The House of Representatives is numbered based on the population of the state but the Senate has equal representation for even states with a lower population.

It solved the problem of representation in congress because the house of representatives was based on proportional representation (# of representatives based on population) which made the larger states happy and the Senate was based on equal representation (each state got two representatives) which made the small states happy. So each state was represented.
I think it was a plan for government that favored smaller states. There was also the Virginia plan that favored the bigger states. So there was the Great Compromise which combined both those were there will be two houses of government (one house's representation based upon population and the other house's representation based upon equal representation for each state)

Representation should be determined by population. While the New Jersey plan proposed representation would be equal for all states. :)
The representation was based on the states population and the amount of money it gave to support the central government.
The Senate would be favored more, because in the senate, regardless of population, any state has two senators. In the House of Representatives, smaller states would have less representation, as it was based upon population.
