Federal workers do have a union. They filed a law suit for federal workers not being paid overtime. But the union is voluntary.

Workers in sweatshops are treated brutally. They are not even allowed to take breaks or go toilet. They have very less wages even less than the minimum wage. They are aslo forced to work overtime or take the work home with them. Sometimes they are also left to starve
Yes overtime basic pay to workers is direct labor cost as this cost is identifiable separately.
The workers all volunteered to stay at work late and do some overtime to catch up on the job that had fallen behind schedule.
