They are the pair of cells that surround the stomata (pores on the underside of leaves)

They can change shape to open or close the stomata. Most plants open their stomata during the day (to allow co2 to enter for photosysthis) and close them at night. However cacti open their stomata during the night to reduce water loss, and have to use stored co2 for photosysthesis.

Guard cells, which control the opening and closing of the stomata (minute openings in the leaf that allow exchange of gases and exit of water vapour from the leaf) are located mostly on the underside of a leaf, with some being on the upper suface of the leaf.

Guard cells are paired cells that surround the stomata (one pair each) of plants on the epidermis of the plant's leaves. Stomata are openings in the leaf allowing the exchange of gases between the plant and its environment. These cells regulate which gases enter and which gases leave the plant, e.g. CO2 enters, O2 and water vapor are released.
