You go to the weather institute and talk to the scientist guy and you go to drought cave for Groudon and where you get the regi's for Kyogre

you have to beat the elite four and if im not mistaken you have to catch rayquaza first. then you go to the weather institute near route 120 and go to the 2nd floor and talk to the weather guy. he's gonna say there's either a drought or heavy rain on a random route. and if its a drought its groudon, and if its heavy rain its kyogre. when he says there's a drought/heavy rain on a route, go to that route and (you might have to go underwater for kyogre) and keep on looking until you enter marine or terra cave. kyogre/ groudon will be in there. after you catch kyogre/groudon, go back to the weather institute and talk to the guy again. he will say there is a heavy rain/ drought on a random route and that's where kyogre/groudon is. and if your confused by this, this is what i mean: lets say for example you caught groudon first when you first talked to the guy, when you talk to him again he's gonna tell you where kyogre is and vice versa.

after you've caught it then get a friend with heart gold and borrow his kyogre cause in heartgold you get kyogre then after you have both talk to the guy that gives you your orb and hel give you a jade orb and do the same as with groudon but exept this time rayquaza wil be there

If you have'nt caught Groudon or Kyogre yet, the guy will tell you that abnormal weather phenomena is happening on a certain place, that's because Groudon/Kyogre is in the said area... But if the guy is telling you that the weather is fine (fine is good), then that means the abnormal weathers stopped already, that Groudon and Kyogre has been captured or beaten...
