∙ 15y agoThe last gym leader is Volkner and Volkners gym is in Sunnyshore city Edit by gugi001: That is actually incorrect. From that gym you get 'Waterfall', which you don't need for quite some time. But to get the HM Surf i think you have to do the 4th or 5th gym. Hope I helped
