In World War I the Germans lost and were forced to pay a large amount of money to the allies to repay the damages done in the war. This caused inflammation and a huge depression to happen in Germany. Hitler was promising relief from the economic downpour when he was rising to power and many people believed him. He also made sure the Germans hated the allies and wouldn't be angry at going to war with them.

The Wannsee Conference did not take any policy decisions: it was concerned with co-ordinating the roles of the various agencies involved in carrying out the "Final Solution" (Holocaust), such as the SS, the local police, the railways and so on.
