If you mean someone you don't know, then they will keep adding and subtracting money from the account. If it is someone you know, then you just got a few extra bucks.

The non custodian cannot take control of the assets until they are released by the one holding the account. What needs to happen, is that the custodian needs to "sign over" the account ... if they so refuse, then you need to seek professional legal advice.

You are considered responsible for anything done with your email address. You must show that someone else took control of your account. If you protect your password as normally explained by the company providing the account, and follow good security practices, it shouldn't be able to happen. You would have to prove that it wasn't you and how your account was compromised. A common thing that happens is that someone walks away from a public computer without shutting down the browser. This could let someone walk up to the PC and use your account.
You cannot. Banks usually expect an auto-debit instruction from a bank account for the monthly payments for the loan. That can happen only if you have a bank account and so you cannot get a personal loan without a bank account. Banks would ask you to open an account if you want a loan with them.
