The sugar dissolves, but not as fast as if the water were warm.

If there's more sugar than that amount of water can hold at that temperature,

then the sugar stops dissolving at some point, even if you keep stirring.

the sugar will sink to the bottom but if constant heat and pressure are occurring the sugar will dissolve and the water eventually evaporates.
