According to the Wikipedia under the heading of Waitangi Day it is said Waitangi Day commemorates a significant day in the history of New Zealand. It is a public holiday held each year on 6 February to celebrate the signing of the Treaty of Waitangi, New Zealand's founding document, on that date in 1840.
The Treaty of Waitangi enabled British settlement on a bigger scale. For Maori it intially offered security as they had concerns over the colonisation of NZ by the French & the behaviour of some early British settlers. Maori operated under the assumption that they would retain control of their lands and receive protection from the British. The British and subsequent settlers took the Treaty (which had two ambiguous versions) to mean that they were now in control of NZ.
New Zealand's national day is called Waitangi Day, after the town in which the treaty binding New Zealand to the British Crown was signed. It is a national holiday, and since it occurs in the height of summer many will travel to a lake or park and enjoy a long weekend camp.
The current act is from 1994, but New Zealand has had copyright laws since 1842, only two years after the Treaty of Waitangi.

1834 by James cook. New Zealand's founding document is considered to be the Treaty of Waitangi, dating to Feb 6 1840. However, the Maori have been living in NZ since the 1300s.
Thailand does have Mutual Assistance Treaty signed with US in criminal matters. The treat was signed at Bangkok on March 19, 1986. Hope this helps.
Reference to a 1946 Washington Treaty cannot be found. Perhaps you are referring to the Oregon Treaty, which was signed in Washington, D.C. on June 15, 1846. The Treaty of Oregan ended the boundary dispute concerning the Oregon Country, which had been occupied by Britain and US since the Treaty of 1818.
The Euratom Treaty was a Treaty in Europe that established Europe's Atomic Energy Community or Commission. Very little is mentioned about this treaty in Europe because the people there are not too keen on having or discussing nuclear power. It has not been amended or added to since 1957 when it was first signed.
