groups of nobles would guess you can say have a meeting and they would discuss possible options on how they can "get rid" of the current in charge, basically when a ruler mad a bad decision or wasn't working out the nobles would kill him and elect a new ruler. this continued until the entire zhou dynasty was wiped out in the later years of China
