so at first, the USSR responded to all ships to carry on course and it looked as if war was going to kick off, however about 500 yards away, at the last minute, all ships were told to halt, and the USSR tried to negotiate, however the USA simply ignored the 2nd negotiation, and pretended that it did not arrive, therefore they politically won this face off.
