Napoleon takes the 9 of them to a private place in order to "educate" them (or so he says). Later in the book, the puppies come out, fully grown, as Napoleon's body guards and drive away Snowball. Throughout the rest of the book, the dogs are his vicious and loyal protectors. He uses them to achieve total tyranny by means of brute force. These hounds are representative of the KGB (Secret Police) in the Russian Revolution.
