He saw the volcanic cloud and as he was admiral of the fleet at Misenum, a short distance away, he ordered rescue ships to be sent. He went with them (he was curious about all natural phenomena) despite being asthmatic. The gasses and bad air, combined with his asthma killed him.

He is also the one who described the eruption of Vesuvius as it destroyed Pompeii and the other cities as he watched the entire thing from across the bay of Naples.

So when, Vesuvius erupted, there was no one locally to help. Pliny the Elder noticed he problem and sent ships to try and rescue people (he was admiral of the fleet based across the bay) but only a few of the ships were able to make it into port to rescue people as the waters were too rough.
