It depends on what you mean by the State of Georgia, but let us be clear, Russia invaded the Republic of Georgia, a country in Europe and Asia, not the US State of Georgia. If Russia had invaded the US, the US certainly would have declared war on Russia.As for why the US did not declare war on Russia, this is probably to avoid sparking World War III, as well as the US's lack of a clear approach to dealing with international conflicts and changing developments under the Obama administration.
