The expression "lower ninth ward" is generally used to describe an area of new Orleans that was flooded and devastated by Hurricane Katrina in September 2005. New Orleans is divided into seventeen wards, or sections The ninth ward in mostly situated on the Mississippi "downriver" side of the city, and most of the ward is below sea level.
