if possible ,set your game mode to game mode1 and fly to a far corner of the server. there should be almost no one around . you can now start freely building on the server
It doesn't you just have to start it up and anyone can join.
Just run the java script. If your on windows start the minecraft_server.exe. These can be downloaded on the Minecraft website. Check the MC Wiki for more detailed information.
