depends on what happens, if he gets pulled over and he is chased, he is screwed. if he gets pulled over and obeys the police officers orders, he will be charged with driving without a license and maybe stealing a car or something like that.

but if you try to run and you dont get away, you're screwed, not because you broke the law, but because the cops who arrest you have to do more work.

the more they sweat, the more you have to be punished.
