The cockatiel does not need a nest for sleeping. Nests are not used for sleeping, they are strickly a breeding/mating thing. DO NOT put a nest in a cage with a female cockatiel as it will make her produce unfertile eggs and could cause her a great deal of harm.

Manectric can technically learn it but it cannot naturally learn it. Crunch is an Egg Move for it so it needs to be taught as an Egg Move in the middle of breeding which happens automatically if a compatible male Pokémon knows Crunch and is breeding with a female Electrike or Manectric.
