Nitrates are needed for protein's, so it results in the plant not having the proteins it needs. Also it will have yellow older leaves and a stunted growth. :)

And just if you wanted to know:

nitrates stimulate root development and are required for protein production. Chlorophyll, needed for photosynthesis, is a protein and without the nitrogen from the nitrates it cannot be made <---this is why the leaves are small and yellow in colour! :)
