In big cities, the police usually won't bother responding to the call. Marijuana smoking is not as important as a homicide, car accident and more, and they tend to have better things to do.

However, if you live in a small town, where the police really don't have many serious crimes to attend to, then they may respond to neighbour complaints more often.
