If the available oxygen is moderatly insufficient, you pass out but don't die. If the oxygen is less than that, you may suffer brain damage. If the oxygen level is really low all of the above can happen and in addition you could die if not treated soone enough or if the oxygen levels are really low..

A shortage of oxygen will produce a series of symptoms, starting with a feeling of intoxication (as if you were drinking alcohol) and progressing to unconsciousness and then death, if the shortage is severe. If you are just somewhat deprived of oxygen, you may just feel abnormally tired.
