Physical Memory is present in the disk of system. Chrome takes up the physical memory due to the services involved.
If its on your pipes or covers, start the engine, heat up the pipes and wipe it off. Then clean the area, once cooled, with a proprietory chrome cleaner. Anywhere else, apply a few drops of engine flush and leave overnight.
There is one, but to avoid being hacked, make sure to get the official one at google.com/chrome/cleanup-tool/.

Google Chrome and Internet Explorer are browsers. They pretty much the same and end up at the same place-- the Internet (World Wide Web).
