rules for a junior drivers license
No - you are required to have an adult who is licensed in the vehicle at all times until the age of 18 or when you are driving with a fully unrestricted license.
In Pennsylvania, drivers under the age of 18 are issued a junior license. If more than six points are taken off of the junior license, the license can be suspended.

Yes.
You must be 18 yrs of age with a FULL license to drive in any of the boroughs of New York City. You may drive on most roads, not all, in New York State with your junior license. You should find specific answers at the NYSDMV website.
In my state you must be able to read and write English to get a 'junior" license.
