I believe that the skin doesn't grow hair anymore, after someone has put the Bat's blood on the skin. Usually people put it on their babies skin when born, so no hair can be grown.

Frankly I find the question disturbing by hinting at wilfully killing bats to satisfy some ignorant superstition or other.
