It depends on what age and gender they are. If they are two baby brothers or sisters, it's all right if they stay together for a while. Non-siblings may also like each other if they were born together. Adults are not OK in one cage unless they are different sexes (which if they are, they may breed). Two males would fight constantly.

Two females would fight as they matured. They will become territorial. I have had luck with two males. However, you have to put them in together at the same time. If they are separated for an extended period, when they are put back int he cage together there will be territory problems. With hamsters it is usually much harder to only have one at a time. As adults they tend to prefer company anyhow.
