firstly, the process will go through Dewan Rakyat (House of Commons) They will go through 1st reading > 2nd reading > Committee Stage > 3rd reading. 1st reading = The bill is introduced with the title only. There is no any debate and voting from the member of Parliament. 2nd reading = Debate of principle of the bill is on going and Ministers lead the debate. They do voting. Committee Stage= Minor changes will be happen. Significant changes rare due to built-in government majority in the committee. 3rd reading = The bill is accepted after the bill is agreed majority in the previous stages. The bill cannot be amended. After that, The same process will be repeated again in Dewan Negara ( House of Lords ) Little amended will happen but the bill cannot be rejected. Lastly, they go through Royal Assent. King of Malaysia, Yang Di-Pertuan Agong will approved the bill and the bill becomes Act of Parliament. King of Malaysia can hold on the bill if he don't want to approve it. However, the bill will become Act of Parliament after 2 months without the approval from YDPA.
