it expands because water when it freezes becomes ice and ice expands in cold temperatures. Take a soda can for example put it in the freezer for about 20 min. it should have expanded by then.

While is SOUNDS impossible, yes. you can- under the right circumstances. It requiress an exact balance between an even source of heat, and the wetting of the bag. Heat keeps the paper from getting too mushy, water keeps the paper from catching fire. This has been used for years as a Boy Scout camping entertainment. Not suggested that you try it indoors- parts of the bag above the waterline catch fire, and sometimes the bag comes apart.

If you mean *exactly* one cup by volume, you have the iceberg scenario. The cup of frozen water will be less dense, so it will weigh less. If you just freeze a cup of water, don't spill any, and *don't* trim the excess to bring the volume back to exactly one cup, then it will weigh exactly what it did at room temp.
