Generally they are allowed into a "diversion program" such as Teen Court or Drug Court, depending on family situation, juvenile/school/medical history, current offense(s), ability to attend the programs, school situation with grades,etc.. The lengths of the programs vary from putative minimum times to more lengthier stays in these programs depending on how the children progress in them. The Teen Court in Orange and Osceola counties in Florida, can be for a short a period as 5 weeks, but can go longer if, for example, the child has negative drug tests along the way. Additionally, if the child gets new charges while he/she is in a program, that may be a basis to remove the child from the program and send the case back to the prosecutor to be dealt with as a regular juvenile delinquency [not criminal] case. The outcome of the juvenile case may be guilty or not guilty at trial, plea pursuant to negotiations, plea to the judge, followed,, by appropriate sanction; or dismissal. If the child succeeds in the diversion program the case is generally dismissed, or the original charge may be substantially reduced. The "polestar" in juvenile proceedings in Florida is rehabilitation.

It is conduct that is deemed criminal without actual harm being done, provided that the harm that could have occurred is prevented by law.
