Spammers are blocked from the site by username and/or IP address. If they keep coming back from different locations, they may be reported to their ISP and/or appropriate law enforcement if the situation warrants.
Someone who posts spam would be a spammer. WikiAnswers is not the place for spamming.

A spammer is a person who asks stupid questions that are no meaning whatsoever, For example "Do your mom know?" or something like that. So they are spamming the site, or they go in and answer questions with poor answers or something that has nothing to do with what the question is asking. Those spammers should be reported to a supervisor so they can warn them not to do it again, or else they will be blocked. Actually, a spammer is someone who advertises a product or service, often with repeated messages. What is described above is a vandal or troll.
My personal synonym for "vandal" is "defacer," and for "spammer" it is "mass-advertiser."
