Depends on the situation and reason the child goes into foster care but usually the biological parents have to pay the state and the state pay the foster family.
When the State assumes guardianship of a child, both parents become liable for child support, payable to the State as reimbursement.
If you spend the money on the children in foster care, there is no income. It is meant to be spent like child support...... on the kids. If you get into foster care for the money then you are doing it for all the wrong reasons.

The foster parents receive a set sum for each child from the state and the parents pay the state. Since it would be a very different sum for each child based on what parents can pay, the sum is set for each child and every state have this system. The foster parents should not have to use their money. if that was the case we would have very few foster families because they would not afford it.
If a child is receiving money from the government because one parent has a disability, chances are that the parent will not be expected to pay child support in addition to that money. The court order that is in place controls what happens regarding support.
Not every foster family has their own children. And it is impossible to track the money down to the penny but foster families do have to account for spending the money. Yes there is some bad people in the system and some fraud.
