Yes he does. When the Day of Black Sun invasion fails, Zuko finally realizes that his destiny is to help Aang defeat the firelord. He follows Aang to the Northern or Westen (whichever) Air Temple. They don't accept him at first, but he eventually becomes an asset to the group in which he teaches Aang firebending.
He went through changes throughout the three seasons. In the first season he was a banished prince and the main antoganist. He thought his destiny at the time was to capture the Avatar (Aang) and regain his honor and love from his father. In the second season he was a neutral character up until the season finale. During this season we see him no longer as a banished prince but as a refugee, but his goals remained the same, capture the Avatar and regain his honor. He goes through a specific emotional and mental change after he releases Appa from Lake Laogai. At the end of the 2nd season he is responsible along with his sister Azula for the downfall of the Earth Kingdom, but at the expense of betraying his Uncle Iroh.. In the 3rd season he is shown to go through another change as he end up betraying his own father to join the Avatar and teach him firebending. In the series finale he makes ammends with Iroh, aids in taking down Azula, and becomes the new Fire Lord.
He does evil things throughout the series, but not because he IS "evil" just confused. You found out later on what a kind soul he truly is as the series goes on,but it just takes a long time for him to get there.
After Zuko turns his back on Ozai and Azula and joins Team Avatar, he stays good throughout the rest of the series and it can be assumed that he stays good afterwords.
Yes, Zuko leaves the Fire Nation and joins Team Avatar in Book 3.
