when water is filled up to the brim then water and cardboard are in complete contact with each other , there is no space for air to enter in ......
so it creates a sort of cacuum....and when glass is turned upside down then that created vacuum leads to the hanging of cardboard on its own
the ping-pong ball is drown in the glass filled with water, or maybe it will join the cardboard..
This is due to condensation. When air comes in contact with the glass it condenses(this happens only when the water inside is cold).
