0 atm to 0.0060 atm = gas (it remains a gas/vapor until you reach the sublimation point, which for water at 0 °C occurs at 0.0060 atm)

0.00060 atm to 1 atm = solid

1 atm to 10 atm = liquid

At 0.0060 atm water vapor and ice can co-exist in equilibrium

At 1 atm ice and liquid water can coexist in equilibrium

At 0ºC and 0 atm, the water will exist as a vapor. As you increase the pressure above 0 atm, it turns to ice and remains as ice until the pressure reaches 1 atm. At 1 atm, the ice and liquid water are in equilibrium, and as the pressure exceeds 1 atm, the phase changes to liquid, and remains liquid even as the pressure is raised to 10 atm.
