It is most likely dead and the worms are eating and decomposing it.

baby birds eat worms and other things that the mom ate but only a mother can digest it into the baby birds mouth. DO NOT GIVE IT MILK OR BREAD BOTH ARE USELESS AND BIRDS CAN NOT DIGEST MILK! Call a bird rescue ASAP so you can save it if you found it and DON'T PICK IT UP

Bluebirds will sometimes come to feeders offering seed mixes with sunflower seeds. This isn't as likely though. Bluebirds are fond of berries and meal worms. Put a tray of meal worms outside and they should nab them up. Be careful, other birds will also gladly eat these.

Ok, If you can find worms, that would be a miracle. If you will try to, or already have, feed it to the bird its very good for it. Um, go to your local pet store, get some baby bird formula there, most brands work for about every baby bird there is depending on what brand you get. If, cannot do so, contact someone for help by the phone, or through the internet. Look on the internet, hard. Everything you can possibly imagine is on the internet. Good luck (:
Small birds are difficult to raise. You first need to identify the bird and what it eats. To begin with you will need to provide it with food, water, and warmth. You might have to chop up some worms in a blender and feed it with an eyedropper. The bird has a better chance of survival if you put it back where you found it. Mother bird is probably missing her baby.
