The tire will most likely heat up in the summer due to the road being warm. As air heats up it expands and as air cools it condences. It all depends on the road conditions. So if its warmer outside or the pavement is warm the tire pressure will rise if it's cooler out it wont expand as much but it will warm up due to friction between the road and the tire.
