This is not so simple, but if a one word answer is required, the balloon is slightly larger, so "yes.".

The balloon would feel forces tending to elongate it, i.e. give it more of an ellipsoidal shape. The shape change would be small and likely unobservable without specialized equipment. The ellipsoidal shape has a major and minor axis and so not a single "radius" to be characterized.

The shape changes because there is an induced polarization of the neutral balloon caused by the nearby charge. This charge separation due to polarization pulls the nearer surface towards the rod and pushes the further surface away. The surface of the balloon therefore feels different outward forces on different regions, but the predominant result is additional outward force and hence an enlarged balloon.

As stated above, the enlargement is not uniform and may actually result in the short axis of the ellipsoid being smaller than the original radius and the long axis larger, but the change in volume should be larger. But, this must be a very very small effect, unobservable unless special conditions are created to observe it.
