It turns to ash
Physical- it is still a piece of paper. It can be unwadded. But if you burned it (a chemical change) it is no longer paper, and you cannot unburn something.
When a piece of paper is burned, the chemical potential energy stored in the paper is converted into thermal energy (heat) and light energy (flames). The combustion process releases these forms of energy as the bonds in the paper molecules break and recombine with oxygen from the air.

It might be a cold piece of paper, but there shouldn't be much difference otherwise.
What happens is the world would be completely thrown off and nothing would be right. In the end everybody would probably die.
