NO, they can not teach or preach. I am sure some of you do not like my answer. However, take a look at what the Bible says: I Cor. 14:34: Let your women keep SILENCE in the churches: for it is not permitted unto them to speak; for it is a shame for women to speak in the church. This is very clear and then read verse 35. This would also refer to preaching in the church, not the building but to believers which is the church.
You don't need a license to preach in America. That's usually church denomination related.
You can preach on Jesus in a church or at a prayer meeting. But you can not do it openly on the road.
If I understood correctly, YES is the Answer. Women in SAD churches can equally participate in service as the men can (difference is only in whether they can be ordained or not, but leading congregation in prayer does not require ordination) Women can be ministers in SDA churches, i know of two just in the state that i live in. Also women who are not ordained can preach, i have been baptised and preach at my local church.
