If in pure water, then the acid will dilute and it's pH will grow ever closer to 7, meaning it will be a weaker acid.
Very little, really - it is merely diluted, so it is not quite as strong when mixed with water. The more water, the weaker the acid solution becomes.

weak acids and bases dissolve similarly to how sugar or any other non ionic water soluable compound does, the water breaks the intermolecular forces that holds it as a solid. Strong acids like HCl disassociate into protons(which form Hydronium ions with water) and negative anions, bases like NaOH into hydroxide ions and cations. Bronsted bases like ammonia will accept a proton from water resulting in the formation of hydroxide anions.

They do not dissolve, they are merely further diluted, becoming even weaker acids or bases. If however, you mix any acid with an equally strong base of the same volume, you end up with water plus whatever impurities defined the acids and bases used
