Asteroids do not make new planets.

It's at least theoretically possible that this could happen; if enough mass were to come together so that the total gravity were to crush the separate rocks into a single object, and if the total mass were SO great that it would crush them into a sphere. But this would be difficult to do on purpose, and the odds against it happening as a chance occurrence would be, literally, "astronomical".
