Cancer cells do not respond to the signals that regulate the growth of most cells. instead they divide with out control and form masses of cells called tumors that can cause damage to the surrounding tissues.

There are some possible outcomes. I won't go in depth, but I know these to occur:

Cell apoptosis (cell death) because the concentrations of certain proteins (which are defective) results in an immune response that kills the entire cell. This actually prevents cancer. For more information, look up HDM2 and ubiquitination.

Cancer can occur if the regulatory system is not working properly. An instance like this might occur when a DNA segment that denotes a gene that denotes a protein involved in the regulation of the cell cycle's has a harmful mutation. Of course, in this case the "signal" is more like a dysfunction.
