the answer is durability. the urethane systems are 2 part (3 if you reduce it) the second part is a catalyst or hardener that chemically links to the primer surfacer. making it resistant to solvents, shrinking, heat.
Sand well first with 600 grit wet 'n dry. Then use a good primer coat before painting.
Don't know that a leaking primer bulb can be repaired. Most likely, you have to replace it. You don't want to forget the routing of the fuel lines!! You might want to make a drawing of the routing before you remove the primer bulb.
