The positively charged rod has a lack of electrons (which are negative). A neutral metal ball has a balanced number of electrons.

When the two objects are brought near to each other, the positive charge of the ball will be repelled (sent in the opposite direction of the rod) and the negative charge of the ball will be attracted to the rod.

Negative charge from the ball will pass from the ball to the rod, which may produce a spark.
