In Battlefield 3's online multiplayer mode, the player can rank up by gaining points. When the player gains a total of 1,600,000 (1.6 Million) points, they will have reached rank 45.
The rank icon next to their in-game name will change to a silver eagle holding arrows in its talons with a shield over its chest, and they will unlock the AS VAL personal defence weapon (in real life it is a compact assault rifle.) The player will also be rewarded with the "Colonel" trophy (gold) or achievement (50G) on consoles.
They can continue to rank up by gaining service stars for their Colonel rank, up to service star 100 or rank 145.

You can get the UMP-45 at level 16 in Battlefield 3 on the Assault class. Other classes may work I am not sure on that though. So, just keep getting points and progressing in the game and you will get there.
