When you blow in the bottle the air start vibrating (makes sound). If the bottle is empty there is a long distance to the bottom, so the frequency that resonates (gets louder) is a low one (because of the long wavelength). If the bottle on the other had is full, it's a shorter distance to the bottom and the resonating frequency is higher, and thus makes the noise more high pitched.
