A gas cannot melt. There are three main stages to any element; freezing, melting and boiling. Boiling, or turning into gas/steam is the final stage for any element. Think of water. When it freezes it turns to ice, when it melts it is water and when it boils it turns to steam or water vapour.
It turns into a liquid because the particles heat up and shift about causing them to be shifted about as a different substance (liquid)
