It depends entirely on the settings you have chosen. The default settings (the settings for most videos) means that the video will be public. People searching for words related to the video will be able to find it, view it, rate it, and comment on it.

Make an account then sign in and in the top right and corner there will be a button that says upload click that select your video and youve just put up a video.
It pauses your video and comes up with the thumbnail on the video and a play button. When you click play, it will continue playing the video from the point where you pressed stop download.
